Her first chapter, in national politics, exploded then fizzled when the former Republican vice presidential candidate unexpectedly retired as governor of Alaska in July. Now, Palin is back, as her memoir, "Going Rogue: An American Life" has been moved up by the Harper imprint of HarperCollins Publishers, according to The Wall Street Journal.
The book has been moved up to Nov. 17 from next spring. The publishing house said it is distributing 1.5 million copies of Palin's book -- an enormous commitment -- and it will cost $28.99. The electronic edition won't be ready until Dec. 26.

If I were in any public foreign policy debate today, and my adversary were to raise the Bush doctrine, both I and the audience would assume -- unless my interlocutor annotated the reference otherwise -- that he was speaking about the grandly proclaimed (and widely attacked) freedom agenda of the Bush administration.
Not the Gibson doctrine of preemption.
Not the "with us or against us" no-neutrality-is-permitted policy of the immediate post-9/11 days.
Not the unilateralism that characterized the pre-9/11 first year of the Bush administration.
Presidential doctrines are inherently malleable and difficult to define. The only fixed "doctrines" in American history are the Monroe and the Truman doctrines which come out of single presidential statements during administrations where there were few other contradictory or conflicting foreign policy crosscurrents.
Such is not the case with the Bush doctrine.
Yes, Sarah Palin didn't know what it is. But neither does Charlie Gibson. And at least she didn't pretend to know -- while he looked down his nose and over his glasses with weary disdain, sighing and "sounding like an impatient teacher," as the Times noted. In doing so, he captured perfectly the establishment snobbery and intellectual condescension that has characterized the chattering classes' reaction to the mother of five who presumes to play on their stage.

Gibson should of course have said in the first place what he understood the Bush Doctrine to be--and specified that he was asking a question about preemption. Palin was well within bounds to have asked him to be more specific. Because, as it happens, the doctrine has no universally acknowledged single meaning. Gibson himself in the past has defined the Bush Doctrine to mean "a promise that all terrorist organizations with global reach will be found, stopped and defeated"--which is remarkably close to Palin's own answer.
Consider what a diversity of views on the meaning of the Bush Doctrine can be found simply within the archives of ABC News itself:
September 21, 2001 CHARLIE GIBSON: The president in his speech last night, very forceful. Four out of five Americans watched it. Everybody gathered around the television set last night. PL, Krauthammer's cheerleading op-ed aside, most people use the term "Bush doctrine" to define the type of pre-emptive strike that Bush used to justify the U.S. going to war against Iran.
Oh really?
Yes really -- Charlie Gibson clarified the part of the Bush doctrine in question -- pre-emptive strike or 'preventive war,' and it's a fairly standard definition:

Bush had several "doctrines." As I said, Gibson clarified the one he meant in his question to Palin.
I like the way Froomkin defines 'Bush doctrine' best, though:

Another dramatic announcement, you may recall, was his declaration on Sept. 20, 2001: "Either you are with us, or you are with the terrorists. From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime." (Or, as he put it on Feb. 11, 2002: "You're either with us or against us; you're either evil or you're good."
And then there was Bush's second inaugural address, when he pledged himself to spreading freedom and ending tyranny in the world.
The one thing all these Bush Doctrines have in common is that they are, at this point, utterly inoperative.
As I suggested in my August 18 column, the current Bush Doctrine could perhaps best be described as "Incompetence and Internal Warfare."

There was no clear Bush doctrine, as even the stupid liberal interviewer has conceded by his differing statements.
If he didn't even know what it was, how should she?

sure there was.
I'll give you an example.
Bush clearly stated that if the UN was not going to meet its reponsibilities, the United States was going to meet its.
Unlike a certain blovaiating gasbag liberal who spoke there last week, his words meant something.
He demanded that Saddam Hussein comply with the Un Resolutions( unanimously agreed to by the UN ) or he would remove Saddam Hussein.
And he sure did that, didn't he?
How much clearer can you get?

Which is the Bush doctrine in a nutshell, emphasizing the nutty part -- and glossing over the fact that the UN did not agree with Bush at the time.
